Plans scored for everyone they affect.
teleon.dev/docs/council convenes 12 personas for humanity and stakeholder welfare, who score each plan on a Rawlsian-Nash social welfare index with hard harm vetoes. The council is part of the funnel that narrows a trillion scenario combinations to a Pareto frontier.
Plan B leads because its worst-off persona fares best. Plan C scores higher than A, and a harm veto stops it.
What it does
Twelve personas
Each persona speaks for humanity or one stakeholder group and scores the plan from that view.
A Rawlsian-Nash index
The index counts gains for the worst-off group first, then rewards gains shared across every group.
Hard harm vetoes
A veto stops a plan outright, whatever its index score.
The contract
A council verdict lists each persona's score, the welfare index and every veto with its reason.

Words on this page
- Welfare index
- One score for how a plan treats everyone it affects. The Rawlsian-Nash form puts the worst-off group first and rewards balanced gains.
- Harm veto
- A hard stop: one persona can halt a plan that crosses a harm limit, whatever its index score.
- Pareto frontier
- The set of options where improving one measure, such as cost, would worsen another, such as quality.
