Persistent Stores hold long-lived, queryable state and reusable substrate envelopes across runs. Every record is partitioned by (tenant_id, store_id, record_key) and protected by monotonic expected_version compare-and-swap so concurrent agents never silently overwrite each other.   • *-db.teleon.dev: Dedicated Enterprise cellular SQL substrates, strictly exempt from agent middleware (EXEMPT_DATABASE_SUBSTRATES).
