Curates versioned flat SCD Type 2 packs of contexts, locales, settings, instructions, suggestion paths, and tools while keeping bare tasks 100% runnable.

- Close superseded pack versions cleanly with valid_to_utc and append immutable pack_sk rows with edit_reason
- Stamp optional pack_* scalar columns ahead of time or hydrate on claim without blocking bare_baseline execution
- Sweep pack_sk variants in Store S8 grids to measure real lift against the no-extra-material baseline
